DANIEL LAI is one of the most experienced Information Technology professional in Hong Kong. He is a graduate of Hong Kong Polytechnic University and Griffith University with a Master in Technology Management. He is a Distinguished Fellow and past President of HKCS and a Fellow of HKIE. Expand
As GCIO, his responsibilities include developing appropriate ICT strategies and measures; leading the E-government programme; promoting IT in the community and the business sector, bridging digital divide; and to champion the adoption of new technologies and the development of innovative applications and services.
Prior to joining the Government in January 2012, he was the Head of IT at MTR Corporation Ltd., and held senior IT managerial positions with The Hong Kong Jockey Club.
Mr Lai contributed significantly in promoting and developing the application of IT in Hong Kong and the region, he has held many positions in public services and educational institutions. In recognition of his contribution to the development and promotion of IT, he was awarded Bronze Bauhinia Star in 2004.

Kaz joined ABN AMRO Clearing in 2010 as Head of IT Hong Kong where he takes responsibility for the technical infrastructure both for clearing as well as for Market Access. Starting his career at a clearing company in Holland 14 years ago, he has come full circle after being tied to the industry in various roles. He has worked as an independent contractor helping the floor traders in Amsterdam with their back-end systems and with the transition from open outcry to screen trading. He did various projects for market makers including setting up dealing rooms and monitoring systems. Finally, he ended up in Hong Kong as the IT manager Asia for a global market maker, setting up and managing offices in Hong Kong and China and taking responsibility for the trading and development infrastructure in 4 different countries. Kaz has also been involved in the setup of a dealing room at the Chinese University of Hong Kong where he has been an assistant teacher.

Dev joined Morgan Stanley in 1992 in New York, as a mainframe developer, but transferred to the distributed database group in 1994 where he designed, built and supported infrastructure to manage the Firm's relational database platforms. In 2001 Dev moved to Tokyo where he first managed the Asia database group and then also the windows and unix/linux groups. In 2005 Dev returned to New York to set up the MSSQL and MSAS engineering teams. In 2007 Dev transferred to Hong Kong to lead application migration projects across Asia and in 2009 assumed his current position.
Prior to joining Morgan Stanley Dev worked as a mainframe programmer for IBM and Bristol City Council in the UK.
Dev holds a Bachelor of Science in Physics from Bristol University.
