Mr. David Munn Head of GLA Information Technology Greater London Authority
David Munn is the Head of Information and Communication Technology of the Greater London Authority (GLA) where he has responsibilty for providing IT services to support the Mayor of London and the London Assembly in their work overseeing the running of a vibrant and exciting city.
He is the lead officer on implementing technology to support flexible and modern working methods and has driven forward initiatives on: shared services, green computing, the use of open source technology and opening up data to citizens.
He has worked at the GLA since 2002 when he managed the implementation of the technology installed as part of the fit-out of City Hall, the GLA's state of the art headquarters next to Tower Bridge on the south bank of the Thames.
David has worked in a variety of technology related management roles for over 20 years - he is passionate about his work and the extraordinary team of individuals he has assembled at City Hall. At the centre of all the work David has done has been a desire to harness the ideas and energy of people to deliver fantastic IT services to his customers. He has a degree in Computing from Greenwich University and is married with two incredible, technology loving children.
Mr. Bryan Sivak Chief Technology Officer District of Columbia, U.S.A.
Bryan Sivak was appointed by Mayor Adrian M. Fenty on October 13, 2009 to the Cabinet post of Chief Technology Officer (CTO) for the District of Columbia. As CTO, Sivak leads the Office of the Chief Technology Officer (OCTO), an organization of more than 500 staff that provides technology services and leadership for 86 agencies, 38,000 employees, residents, businesses and millions of visitors.
Sivak has over 15 years of international experience in building software and internet technologies and organizations. In 2002, he founded and developed InQuira, Inc., a multi-national technology solutions company whose products are used at top private and public sector organizations including Bank of America, UK Ministry of Defence, Nokia, and T-Mobile. During his tenure, he oversaw every aspect of the business from design and development of the product to sales, marketing, and management activities relating to the overall execution of InQuira's business plan and growth of the company. In 2005, he moved to London and opened the European office of the company, which he grew from zero to 30 percent of the company's revenue in four years.
Prior to his work with InQuira, Sivak founded Electric Knowledge LLC, which provided the world's first Natural Language Search engine available on the web. The company's customers included Bank of America and Fidelity Investments among others. Electric Knowledge eventually merged with Answerfriend, which was the basis for the formation of InQuira.
Sivak holds a bachelor's degree in computer science from the University of Chicago.
Mr. Petrov Oleg Program Coordinator, e-Development Thematic Group World Bank, U.S.A
Oleg Petrov is a champion of ICT for development (ICT4D) with 12 years experience in this area in a variety of leadership roles with emphasis on program coordination, knowledge sharing and capacity building at the World Bank. Currently, Oleg is the team leader for Moldova Governance e-Transformation project (under preparation). Oleg is also the program coordinator for knowledge sharing and learning activities of the Global ICT Department, including the e-Development Thematic Group, a global forum and community of practice for development professionals interested in ICT4D. He is also involved in developing the eTransform Initiative. He has been with the Bank for 14 years working on ICT4D, private and financial sector development, and knowledge management. Oleg initiated the Global Development Gateway program (1999), initiated and coordinated about 20 Country Gateways in Europe and Asia (1999-2001) and a global portal on ICT4D (2002-2003). He has contributed to several integrated e-development and e-government projects funded by the World Bank, including e-Sri Lanka and e-Ghana. He also worked with the European Union�s Public Sector Institutional Reform project in Russia as senior international expert on e-government contributing to client capacity building, single window program and new e-government strategy development.
Dr. Samson Tam Member of Legislative Council (Information Technology) The Government of the Hong Kong Special Administrative Region
Samson Tam is a Legislative Councilor from the functional constituency of Information Technology. He is now a member of Digital 21 Strategy Advisory Committee and the Small and Medium Enterprises Committee, the Chairman of Hong Kong Trade Development Council ICT Services Advisory Committee and Deputy Chairman of the Hong Kong Productivity Council. He is also the Chairman of the TechMatrix Research Centre and the founder and Chairman of Group Sense (International) Ltd.
Mr. Allen Yeung Vice President, Business Development and Technology Support Hong Kong Science and Technology Parks Corporation
Mr. Allen TB Yeung was appointed Vice President, Business Development and Technology Support at Hong Kong Science and Technology Parks Corporation (HKSTPC) in February 2009. Mr. Yeung is responsible for incubating technology and innovative design startup companies, creating synergies among industry and academic sectors, and providing advanced laboratory support facilities for innovation and technology development. In this capacity, he works with government organizations, non-profit organizations and community groups to promote technology to the general public.
Mr. Yeung has over 20 years experience with extensive business and management background across private equity investment, information technology, and electronics industries.
Allen started his career in Silicon Valley of the United States, where he served at several multinational companies including Seagate Technology, LSI Logic and Cadence Design Systems. In 1995, he relocated to Hong Kong to develop the Asian market for Cadence. He successfully established business footholds in China and the Asia Pacific region for both global and local companies. Prior to joining HKSTPC, he was an investment consultant for a US private equity firm.
Mr. Yeung holds Executive MBA degree from Kellogg School of Management, Northwestern University HKUST, Master of Science in Electrical Engineering degree from Purdue University, and Bachelor of Science in Electrical Engineering degree from University of Texas, Austin.
Mr. Yeung serves as chairman at the HKTREE organizing committee, HK Business Angel Network organizing committee and is the panel chair of the Award of Industry Innovation he is an advisor to the Department of Electronic Engineering, the Chinese University of Hong Kong; he is also the Board Committee of Monte Jade Science & technology Association of Hong Kong.
Professor Peter Yum Chief Technology Officer The Hong Kong Applied Science and Technology Research Institute (ASTRI)
Born in Shanghai, Professor Yum received primary and secondary school education in Hong Kong and Macau. He was awarded BS, MS, MPh and PhD degrees by Columbia University, the US in 1974, 1975, 1977 and 1978 respectively. He started his professional career by joining Bell Telephone Laboratories in April 1978, where he had been working on switching and signaling systems for two and a half years. He assumed the position of Associate Professor at National Chiao Tung University, Taiwan in 1980 and joined The Chinese University of Hong Kong (CUHK) two years later. He was the founding director of the Information Engineering program, and was appointed chairman of Information Engineering Department twice and elected Dean of Engineering for two terms (2004-2010) at CUHK. Since June 1, 2010 he took no-pay leave from CUHK to serve as CTO of ASTRI. Currently, he is also Professor of Information Engineering of the university.
Professor Yum has published widely in Internet research with contributions to routing, buffer management, deadlock handling, message resequencing and multi-access protocols. He also branched out to work on cellular network, lightwave networks, video distribution networks and 3G networks. Recently he has directed his research efforts in the areas of RFID, sensor networks and wireless positioning technologies. His diverse industrial experience includes Bell Labs, Bellcore (now Telcordia), IBM Research, Motorola Semiconductors, Industrial Technology Research Institute of Taiwan, SmarTone Communications and Radio-Television (Hong Kong).
He has also lectured extensively in major universities in China and was appointed Adjunct Professors at South East University, Zhejiang University and Huazhong University of Science and Technology. Since 2008 he has been appointed chair professor at the Institute for Theoretical Computer Science of Tsinghua University. Furthermore, he was appointed the Fulbright Hong Kong Distinguished Scholar for lecturing in US universities in 2006 and Distinguished Visiting Fellow of the Royal Academy of Engineering, UK for lecturing in UK universities in 2008. Together with his students Lei Zhu and Xu Chen respectively, he has been awarded the Best Paper Award of ACM MSWiM 2009 with a research paper entitled "The Optimization of Framed Aloha based RFID Algorithms" and the Honorable Mention Award (the first runner-up of the best paper award) in IEEE international conference on Intelligence and Security Informatics (ISI), 2010 with a paper entitled "Cross Entropy Approach For Patrol Route Planning In Dynamic Environments".
He was formerly an editor of IEEE Transactions on Multimedia. Currently, he is an editor of the IEEE Transactions on Communications and Senior Technical Editor of IEEE Communications Magazine. Since 2008, he has also served on the Awards Committee of IEEE Communications Society.
Mr. Michael Fung Deputize Chief Systems Manager Hospital Authority
Michael has got over 30 years of experience on the management of large scale corporate IT systems. During his work in the Hospital Authority, he has led his teams and established an electronic Patient Record system which captures all the important electronic clinical information for all the 8 million patients for the whole of Hospital Authority. The electronic Patient Record system is a core component of the Clinical Management System which is used extensively by all healthcare providers in the Hospital Authority. His current title is Deputize Chief Systems Manager and is the technical lead for the design and development of the electronic Health Record system for the Food and Health Bureau.
Mr. Eric Tsui Professor of Knowledge Management Department of Industrial and Systems Engineering The Hong Kong Polytechnic University
Eric Tsui is the Professor and Associate Director of the Knowledge Management Research Centre at The Hong Kong Polytechnic University. Prior to joining the university, he was the Chief Research Officer, Asia Pacific for Computer Sciences Corporation (CSC). During his 15 years tenure at CSC, he had made significant contributions to the company's expert systems products, applied research and innovation programmes, and university-industry collaborations. Appointed as the Professor of Knowledge Management at the Hong Kong Polytechnic University under the President - Distinguished Professionals Scheme in September 2002, he joined the university as a full time staff in March 2005. In the past 5 years, he has given numerous public and custom-designed knowledge management and collaborations workshops. He has also consulted for many government departments and private organizations on Knowledge Management strategies and technologies in Australia, Hong Kong, Singapore, Malaysia, and Brunei.
Professor Tsui is the program leader of Asia - only master degree in Knowledge Management which is delivered in a blended learning environment. He has B.Sc. (Hons.), PhD and MBA qualifications and a member of the Australian Computer Society, the Hong Kong Computer Society, and Vice President of the Hong Kong Knowledge Management Society.

Alvin Ow is the Sales Engineering Director, Asia Pacific and Japan, RSA, The Security Division of EMC. Based in Singapore, Alvin is responsible for driving the pre-sales systems engineering and technical architecture capabilities of RSA throughout the region.

Mr. Christian Daigneault Chief Technology Officer CSL Limited
Christian Daigneault is the Chief Technology Officer of CSL Limited since July 2007. In these two years with CSL, Christian has orchestrated a full network transformation and brought the first All IP HSPA+ 21 Mbps network in the world. Christian came to CSL with a strong telecommunications background with more than 20 years experience in the wireless mobile industry.
He started his career with Bell Mobility Cellular in Canada, where he was responsible for radio network planning and strategies. At Bell Mobility, he pioneered several radio network configurations from omnidirectional to 3 and 6 sectors configurations, to increase capacity and to meet the fast growing traffic.
He later joined Canadian operator Telesystem International Wireless (TIW), developing wireless networks in Europe, Asia and South America. During that period, Christian successfully launched a TDMA network in Brazil for Claro Digital, was instrumental in deploying the first foreign joint venture GSM network in China with China Unicom in Hunan Province, and was responsible development of the Dolphin Tetra network in the United Kingdom, Germany and France.
More recently, Christian was the Director of RF Engineering and Operations at Telus Mobility in Canada, where he was successful in improving network quality from unsatisfactory performance to best in class. Prior to joining CSL, Christian was Deputy CTO for Wataniya Telecom in Algeria.
Christian holds a Bachelor of Electrical Engineering Degree from the University of Sherbrooke (Quebec, Canada) and he is a Fellow of the Institution of Engineering & Technology.

Scott has joined Huawei Symantec during 2008 at the early stage of its international expansion. Mr. Joseph Crawford Executive Director, IT Solutions, Product Management and Development Verizon Business
Joseph Crawford is the executive director of the IT Solutions product portfolio for Verizon Business. Crawford has held a number of positions of increasing responsibility at Verizon Business and its predecessor companies, bringing more than 15 years of experience in the design, development and deployment of cost-effective, high performance operations management and IT solutions management.
In his current role, Crawford leads the Hosting, Colocation, Remote Application Management, Data Center Outsourcing and Help Desk products.
Before his current assignment, Crawford was assistant vice president of engineering for MCI, where he was responsible for establishing a roadmap and the global delivery of strategic IT services and enterprise applications. He led the development of the Web-based customer portal that continues to be used by Verizon Business today. Crawford also directed the design, development and testing of IT products, business solutions and enterprise architecture at MCI, including the creation of operational policy and procedures used across the IT Solutions product line.
Prior to his work at MCI, Crawford founded the IT engineering organization at Digex, now part of Verizon Business. He was also named senior director of engineering at Digex, where he led a San Jose, Calif., service delivery organization responsible for the delivery of IT Services to Managed Hosting customers.
Crawford holds a bachelor's degree from the University of Maryland, Baltimore County, and has advanced training from Harvard Business School Executive Education, University of Michigan Business School Executive Education and the Center for Creative Leadership.
